What Role Does Water-Based Coated Paper Packaging Play?

Plastic reduction does not mean that every package should become paper.

Paper packaging works best when its functional requirements match the material.

Water-based coated paper packaging is particularly attractive for relatively dry, lightweight products where extreme moisture, oxygen or grease barriers are not required.

Water-based barrier coatings can improve grease resistance, moisture resistance and surface protection while supporting paper-oriented packaging development.

From a commercial perspective, coated paper packaging is useful as a differentiated sustainable packaging line rather than a universal replacement for flexible plastic.

How Is PPWR Changing Packaging Purchasing Decisions?

The biggest change is that packaging buyers increasingly need to ask about compliance before placing an order, rather than after production.

Under the PPWR, packaging recyclability is becoming a central requirement, with recyclability performance requirements developing toward 2030. The regulation also sets restrictions on certain substances. For example, from 12 August 2026, food-contact packaging containing PFAS at or above specified thresholds cannot be placed on the EU market, subject to the conditions of the regulation. PPWR also maintains a combined limit of 100 mg/kg for lead, cadmium, mercury and hexavalent chromium in packaging or packaging components.
